Description

The land extends to approximately 3.57 ha (8.82 acres), consisting of generally flat scrubland, an existing tree belt (and self-seeded shrubbery), and partly occupied in the northern section by a site compound delivering new build housing on land to the north. Located adjacent to new build housing immediately to the north (currently under construction), the land is bound by a railway to its west, and Minster Way (A164) to its east and south. Access is from a recently constructed access road to the site's north east corner.

The land is located approximately 1.5km south of Beverley town centre, a thriving traditional market town with a range of retail and leisure facilities, including a wide range of supermarkets, Beverley racecourse, boutique shopping, historic pubs, café-bars and restaurants. The Flemingate Shopping Centre (1.4km from the site) is packed with leisure options, and has dramatically transformed an area in the town once known for its tannery. Beverley is the county town of the East Riding of Yorkshire. The town centre is located 27 miles south-east of York's centre and 15 miles north-west of City of Hull. Junction 38 of the M62 lies approximately 15km south west (readily accessible by the A164 and A63), offering motorway access west. Beverley train station offers rail links on both the 'Hull Trains' services and 'Northern' network, offering a frequent service to York, Hull and beyond.

Town Planning

Forming part of a wider urban extension being delivered the site currently forms part of the Hybrid Planning Permission 20/01988/STVAR (application reference prior to variation: 16/02784/STPLF & 19/02301/STVAR). As part of this Hybrid Planning Permission, Outline Planning Permission was granted for the site to comprise of a 500 space park and ride scheme.

In Spring 2024, it was agreed by East Riding of Yorkshire's Cabinet and Scrutiny Committees that the development of a park and ride on this site was no longer supported due to a lack of demand, change in travel patterns and not representing value for money. An alternative use is therefore to come forward upon the site. A Planning Note provided by East Riding of Yorkshire planning department suggest a range of uses will be suitable for the the site including:

* Specialist Housing/ care facility
* Health (for example doctors or dentists) / Education facility
* Affordable Housing
* Community facility/ use for example, hall, community space

This list is not exhaustive and other uses/ developments may be acceptable depending upon their compatibility with the area character and nearby residential amenity. Proposals for market housing would need to be strongly justified as a departure from planning policy but has not been precluded.
